Fine Arts Specialists


James L. Tucker, Jr.

James L. Tucker, Jr., is Coordinator of Fine Arts for the Maryland State Department of Education’s Division of Instruction. In this role, he provides statewide leadership and technical assistance for P-20 curriculum, instruction, and assessment in dance, music, theatre, and visual arts education. He coordinates the development and implementation of the state’s fine arts standards and the fine arts voluntary state curriculum, development of the Portfolio Plus assessment initiatives, and discipline-based as well as arts integrated teacher professional development. His previous professional experiences include teaching the visual arts at the elementary and secondary levels in the Philadelphia, PA and Washington, DC public school systems and as an adjunct professor at The Maryland Institute-College of Art, at Gallaudet and The George Washington Universities.

John L. Crossin

John L. Crossin is a Fine Arts Specialist. He serves as curator for the Maryland State Department of Education’s (MSDE) permanent collection of student artwork and art posters. He also coordinates rotating exhibitions of student artwork from the local school systems in the meeting rooms of the Maryland State Board of Education, biannual exhibits of student artwork at the Louis Goldstein Treasury Building in Annapolis, and MSDE’s recently installed Store Front Gallery, at 200 West Baltimore Street. He joins the fine arts office at MSDE after working as a visual arts teacher, resource teacher, supervisor, and coordinator of visual arts for the Baltimore County Public Schools. In addition, he is an adjunct professor at the College of Notre Dame of Maryland and a docent at the Baltimore Museum of Art.

Lillian H. Pailen

Lillian H. Pailen is a Fine Arts Specialist. She serves primarily as the director of the Maryland Artist/Teacher Institute (MATI), a professional development program for Maryland’s elementary and middle level teachers and administrators. MATI is a program of the Maryland State Department of Education and the Maryland State Arts Council, a program of the Maryland Department of Business and Economic Development. Previously, she served as Coordinator of K-12 General/Choral Music for the Montgomery County Public Schools, Fine Arts Specialist for the Charles County Public Schools, Professor of Music and Chair of the Fine Arts and Humanities Department of the College of Southern Maryland and as a general and choral music teacher in the public schools of Maryland and the District of Columbia.
